You can get cultists in any city, you don't need swamps. You also don't usually want to recruit cultists anyway since they suck when compared to conversions. And since filling your roster with conversions is a very slow process cultist runs are very slow and relaxed - you basically play with day 500 in mind from the get-go, there is no rush.
